Abstract


Within the context of global knowledge society, open and distance
learning is a powerful tool to many countries and in many settings,
especially in higher education. Within the rapid growth of open and
distance learning, the challenge for policy-makers and practitioners
are to make informed decisions on the basis of the best information
that can be gathered at the time. Thus, to capitalize on the advantages
of the far-reaching changes, while minimizing the disadvantages and
risks, especially in the implementation and technology application of
open and distance learning. An array of emerging issues and critical
factors in the implementation of open and distance learning in higher
education in Southeast Asia were documented during the International
Seminar on “Policies and Technologies in ODL: Issues and
Implementation” conducted in Hanoi, Vietnam, 14-15 September 2006. The
seminar was hosted by the Hanoi Open University, and supported by the
Ministry of Education and Training, Government of Vietnam. This 3rd
issue of the Southeast Asian Journal of Open and Distance Learning,
comprises of several articles and papers presented during the
international seminar. The articles highlight issues on quality
assurance, policies of ODL, development of ODL University, technology
employed by many ODL institutions, and also transborder education.
Writers of these articles are SEAMOLEC Governing Board Members from 10 countries of Southeast Asia, as well as practitioners in the field of
open and distance education in the region and in Vietnam.

Abstract

The advancement of Information and Communication technology (ICT) has set a
new paradigm change of education. This change assigned with the use of
ICT in teaching and learning. Teacher is not the sole authority of
knowledge, but has become a facilitator for students to interaction
with learning resources. The students can reach the information through
the use of ICT according to what they need. The implementation of ICT
in education has not only occurs to face-to-face conventional
education, but also to distance education system. Open Distance
Learning (ODL) as a part of distance education system has
characteristic: the students’ autonomy and independence in learning,
need ICT as a media to connected interaction and communication between
teacher and student. One of the functions of SEAMEO SEAMOLEC as a
regional open learning centre in Southeast Asia is to disseminate
information on ODL. SEAMOLEC Journal on ODL is one of the scientific
printed publications. The theme of this second Journal (2006) is
“Experiences and Application of ICT-based Education”. This journal
fully supported by SEAMEO SEAMOLEC Governing Board Member as the
Editors. The writers came from national and international, they were
from Australia, Finland, Indonesia, Malaysia, and Thailand.
