I. INTRODUCTION

Since 1995, the Ministry of Education, Youth and Sport (MoEYS) has been cooperating with PASEC (Project of European Union) program. The main objective is supporting distance education. So far, PASEC has set up 5 sessions in order to train teacher trainers at the Faculty of Pedagogy, 804 trainers had been trained at that time, and 166 of them were females. Among these trainers, 650 came from some districts that would be able to help 47,727 primary school teachers. The Ministry of Education, Youth and Sport has established two committees; Modular Writing Committee, and Tutorial Committee for Distance Education.
