Introduction

Even though distance education has been in Malaysia since 1950 (cf Saleh, 1998), but in 1971 Universiti Sains Malaysia (USM) started the implementation of this innovative approach at the tertiary level, and since 1995 other local higher learning institutions in Malaysia had followed suits.
