Project Guidelines

With the government’s approval, a memorandum was signed between the Ministry of Education and the Thaicom Foundation on June 8, 1994. Both parties agreed to provide assistance and collaboration for the use of satellite in distance education for a period of five years.

 

The main points of the memorandum are as follows:

  1. Thaicom Foundation will provide the following assistance and collaboration to the Ministry of Education:

  1. Provide one Ku-band satellite frequency, which can transmit television signals 24 hours a day.

  2. Provide satellite signals receptor equipment.

  3. Coordinate the transmission of television signals via satellite.

  4. Assist in the production of educational television programs.

  5. Collaborate in the development of interactive and two-way communicative technology for distance education.

  6. Assist in other aspects as specified in the memorandum.

  1. The Ministry of Education, in accordance with the laws and the government rules and regulations, will implement the following measures for the management of distance education via satellite.

  1. Establish a Distance Education via Satellite Commission.

  2. Allocate budgets for the purchase of satellite signals receptor equipment in addition to those provided by the Thaicom Foundation.

  3. Transmit television signals of educational programs.

  4. Provide for and conduct the operation of learning and teaching process.

  5. Produce and obtain educational television programs.

  6. Coordinate with relevant government agencies in obtaining permission for the use of television signal frequencies and linkage of broadcasting signals in accordance with the government rules and regulations.
