What is HYLITE Program?
HYLITE Program is an in-service teachers training program, especially for elementary school teachers in Indonesia, to improve their qualification from Diploma II to Strata 1 (S1) level, conducted via open and distance learning mode
Why HYLITE Program?
Improvement of teachers qualification to Strata 1 (S1) has been a priority program set by the Government of Indonesia according to the Teachers and Lecturers Law (No. 14/2005).
At present, the number of teachers in Indonesia is around 2,667,655. From those number, only 887,751 or 34% have S1 qualification. In the effort to respond to the Teachers and Lecturers Law No. 14/2005, the capacity of 278 teachers' colleges (LPTK) (including 32 state LPTK) has not been adequate to fulfill the need of improving teachers qualification within a short period. For that reason, open and distance learning has been considered the most viable alternative. Therefore, in 2007, the Government of Indonesia, c.q., Directorate General of Higher Education and Directorate General of Quality Improvement for Teachers Education Personnel, has assigned 10 LPTKs, besides Universitas Terbuka, to work collaboratively as a consortium to offer an in-service teachers training program for improving elementary school teachers qualification from DII to S1 via open and distance learning mode.

Who are the participants of HYLITE Program?
HYLITE Program is intended for in-service elementary school teachers who do not possess the minimal qualification of S1 yet.
In-service elementary school teachers are teachers who at present are already teaching in elementary schools, and reside in the surrounding areas of LPTK.
Teachers who do not have S1 qualification or teachers who have DII PGSD/MI are eligible for HYLITE Program.
For the first cohort of 2006-2007, 1000 elementary school teachers are recruited as students for HYLITE program at 10 LPTKs, or 100 enrollment of elementary school teachers in each LPTK.

In order to help in rehabilitation of post tsunami condition, especially in education field, SEAMEO SEAMOLEC offers to provide prompt and relevance assistance based on its strength and expertise in education. This effort is in the same path of Government of Indonesia efforts in the area of health, education, and livelihood.
It is very apparent that well trained teachers are the very heart of every education endeavor. Furthermore, a quality educational program is demonstrated among other by the quality of curriculum which is developed based on the consideration of expected educational competences and outcomes, local wisdom, global communication skills, and pluralism, involving educational practitioners in the field as well as instructional and curriculum developers.
Specifically, for this project SEAMEO SEAMOLEC in Indonesia proposes to work with local teachers, lecturers, and education officers in Aceh to develop and promote alternative school curriculum, which accommodates the issue of local wisdom, including pluralism, and multiculturalism; and water sanitation. The two issues of AC are very crucial because they are very relevant in overcoming the aftermath of the tsunami.
Issues on water conservation need to be addressed since healthy water is vital to the survival of the community, while after the tsunami healthy water becomes very expensive commodity. Therefore people of Aceh should be prepared to conserve the water. To achieve this objective the first step is to educate the schoolchildren about the importance and conservation of water.
Since Indonesia is a multicultural country and also open to multicultural exposures in the era of globalization, this moment is a very strategic time to introduce the perspectives on global issues, and to strengthen the sense of nationality while still preserving the local culture. Supposedly, that every body will have awareness and appreciation toward local wisdom as well as national identity, so that they can live in harmony in multicultural condition.

Bridging the Gap: APCEIU and SEAMOLEC Project on Multicultural Education in ASEAN
In the rise of globalization, multicultural understanding has become an important issue. It has open the gate for trans-national movements of workers seeking better chances in different region, not to mention the refugees from the conflicts areas who are also looking for a better life. With different cultures clashed into one region, the needs of understanding the differences of cultures became the principle concern towards establishing peace in the community. The meaning of peace expanded, not only to the extent of the absence of war, but into the tolerance and respect for other cultures.
Asia-Pacific Centre of Education for International Understanding (APCEIU) is a UNESCO Category II institute working towards a Culture of Peace in the Asia-Pacific Region. Since its inception, in 2000, APCEIU has developed several education materials for primary, secondary and tertiary school teachers and teacher trainers on Education for International Understanding (EIU). In 2007, APCEIU is collaborating with SEAMOLEC in �Situation Analysis of E-Learning System for Multicultural Education in ASEAN�. This is a part of three year project supported by the Ministry of Educaton and Human Resource Development, Republic of Korea, entitled ROK-ASEAN Education Development Project 2007 � 2009: Multi-Media Educational Development for Multicultural Society.
In the first year, SEAMOLEC and APCEIU will collaborate in analyzing the current situation of EIU through the multimedia. The situational analysis will be used as the base for developing multimedia education materials for teachers in 2008, collaborating also with other sister centres; SEAMEO RETRAC and SEAMEO INNOTECH. And the final year of the project will be the launching and dissemination of the resource package.
This projects aims for teachers and trainers, with elementary school teachers as the main target. Aside from implementing multicultural education, in this project, the Korean Government also want to share their experience in ICT with the ASEAN countries.

Start on 2008 SEAMOLEC will be leading the effort of developing the SEA EduNet, along with other SEAMEO Centers and interested institutions in the region. The SEA EduNet will make use of the available and further enhanced technology of SEAMOLEC, and the infrastructure available across the region.
The SEA EduNet, is a network, a repository and portal tapping the expectedly vast rich learning object materials from Southeast Asian teachers, for Southeast Asian teachers, and by Southeast Asian teachers, and an open and distance learning mechanism encompassing ODL frames and practices in the Southeast Asian region.
The main objective of SEA EduNet as an educational network is to establish network among education institutions, educators, learners, and education community in Southeast Asian countries under the auspices of SEAMEO seeedu_homepage The objective of the SEA EduNet as open educational repository is to collect open educational resources in Southeast Asian countries for the purpose of reusability among Southeast Asian Educators.
